A Permanent Residence Permit in Azerbaijan lets foreigners and stateless people live, work and study here forever.
To get this permit, you must live in Azerbaijan for 5 years, have a steady income, and meet certain rules. This permit has many benefits, like being able to come and go freely and getting residency for your family in Azerbaijan.
Permanent Residency in Azerbaijan is issued by the State Migration Service of Azerbaijan for a period of 5 years and can be extended unlimited times for a period of 5 years.

Benefits of obtaining a Permanent Residency

Legal basis for obtaining a permanent residency in Azerbaijan
To get the Permanent Residency in Azerbaijan, a foreign citizen or stateless person must continuously reside in the territory of Azerbaijan for the last 2 years on the basis of a temporary residence permit obtained on one of the following grounds:
- Being in close relationship with a citizen of the Republic of Azerbaijan;
- Investing in the economy of Azerbaijan at least 500.000 manats;
- Possessing a real estate which is worth at least 200.000 manats;
- Having a bank deposit in the amount of minimum 200.000 manats;
- Engaging in entrepreneurship activity in the Republic of Azerbaijan.
- Being a family members of foreigners temporarily or permanently residing in Azerbaijan;
- Holding positions of head or deputy head in the branch or representation of a foreign company in Azerbaijan;
- Owning more than 51% of the share in the authorized capital or holding the position of director of a company established in the Republic of Azerbaijan;
- In case there are specified in the Migration Code of the Republic of Azerbaijan.
Required documents for permanent residence permit
According to the permanent residency basis, required documents can vary. Generally, you will need the following documents:
– Application form;
– 2 photos sized 3.5 x 4.5 sm;
– Passport copy;
– Medical reference;
– Visa copy (if any);
– Document confirming existence of cases justifying issuance of temporary residence permit (you can get the list here);
– Notarized consent of a family member residing in Azerbaijan on the basis of a temporary/permanent residence permit;
– Document of a residential area where the person shall be registered;
– Landlord’s notarized consent;
– Notarized copy of the landlord’s ID;
– Receipt certifying payment of the state fee.
Make sure all your documents are correct, current, and translated if needed. This is key for a smooth application process!
Where to apply for PR?
To apply for a permanent residence permit, you must collect the required documents (listed above) and submit them to the nearest Migration Service office or ASAN center.
If all documents are in order and have been accepted by Migration Service staff, you will receive a notification that your documents are being reviewed.
The review period is 15-20 days, but in practice, it may take longer.
