What is diploma authentification?


   According to the “Rules for the recognition of qualifications of foreign universities related to higher education”, the recognition means that a person receives the right to continue his education in one of the local (azerbaijani) universities on the basis of the qualification received or work in Azerbaijan on the basis of his qualification.
   So how to do it?

Where to apply to recognize diploma?

  To recognize (validate) a foreign university diploma, you need to apply to the Agency for Quality Assurance in Education (TKTA in Azerbaijani).
   The application is submitted in electronic format, through the Centralized Education Information System (in azerbaijani TMİS). You need to create your personal account, that lets you track the status of your application in the system.
   Important info: Certificate of recognition of foreign education in Azerbaijan is issued in electronic form. That means that there is no need to contact the Agency in personal.

Types of nostrification in Azerbaijan


   According to the “Rules for the recognition of qualifications of foreign universities related to higher education” , there are following types of nostrification in Azerbaijan:
   1) Academic nostrification  is carried out with the aim of granting the applicant the right to continue education at the level of higher education in the Republic of Azerbaijan.
   2) Professional recognition – applies only to higher education qualifications and in cases where it’s necessary to have vocational training or education corresponding to the characteristics of the work function of the employee, when concluding an employment contract in accordance with the Labor Code of Azerbaijan at the request of the employer.
   3) Partly recognition – recognition of a diploma of a person who has received an incomplete higher education in a foreign state. Credits of those persons who have received higher education abroad can be recognized, and they are provided with an appropriate document on partial recognition. As a result, they get the right to apply for the continuation of the rest of their education in one of the universities of Azerbaijan.
   4) Conditional recognition – recognition of the education of persons who have not received the minimum set number of credits or have not written an appropriate dissertation. Conditions are created for these persons in order to let them gain the missing credits (during practical classes) or to prepare a master’s thesis and defend it in one of the local universities.
   5) Alternative recognition –  recognition of the education of persons who have received higher education abroad in a specialty that is not available in Azerbaijan. In this case, recognition is carried out in accordance with the qualification of a lower stage (degree) than the stage of education of a foreign state or at the same level (degree).

Required documents

   To apply for recognition of a diploma of a foreign university, you must submit the following documents:
   1. ID card or passport;
   2. Diploma and its addendum;
   3. A document on education used for admission to the educational level (stage) declared for recognition;
   4. When transferring from one university to another or from one specialty to another at one university, a certificate for subjects (credits);
   5. Academic transcript or academic transcript (in case of partial recognition);
   6. Check for payment of state duty;
   7. Other documents confirming the level of academic and professional training and work experience.
   If the above documents are not in Russian, Turkish or English, then they must be translated into Azerbaijani and certified by a notary.

FAQ

1. Right to get to the next level (stage) of education;
2. Right to apply for transfer to one of the universities of Azerbaijan;
3. Right to overcome a significant difference by participating in lectures (practical classes) in one of the universities of Azerbaijan;
4. Right to work according to the received qualification.

The recognition procedure takes approx. 20-30 days. It depends on each individual case. The positive side is that you generally don’t need to go anywhere, because all documents can be submitted through the Centralized Education Information System (in Azeri called TMIS).
