Residence Permit for students in Azerbaijan

Planning to study in Azerbaijan? Excellent choice! It is widely recognized that education is one of the key factors for success in the 21st century. In recent years, Azerbaijan has made significant progress in the field of education.
In the 2024–2025 academic year, more than 7,000 international students chose Azerbaijan as their study destination, and 9 Azerbaijani universities were ranked among the QS World University Rankings 2026. Notably, both public and private universities were included in this ranking, highlighting the high quality of education across the country.

While choosing a university in Azerbaijan and gaining admission are crucial steps, legal residence in the country is even more important.
According to the Migration Code of the Republic of Azerbaijan, enrollment in full-time education at Azerbaijani educational institutions serves as a valid ground for obtaining a Temporary Residence Permit (TRP). These institutions include universities, colleges, vocational schools, and general education institutions (schools).

What is a Temporary Residence Permit (TRP) in Azerbaijan?

A Temporary Residence Permit (TRP) in Azerbaijan is an official document that allows a foreign national to legally reside in the country for an extended period, move freely within its territory, and enjoy multiple entries and exits.

Process of obtaining a student TRP in Azerbaijan

The process begins after a student is admitted to an educational institution and receives an official invitation letter. This letter must be submitted to the Azerbaijani embassy or consulate in the student’s home country.
After submitting the required documents, the applicant receives a student visa (except for citizens of countries with a visa-free regime with Azerbaijan).
However, a student visa is typically valid for a short period (usually up to 90 days), which makes obtaining a TRP mandatory for continued legal stay in Azerbaijan. The application for TRP should be submitted no later than 30 days before the visa expires.

Required documents for a student TRP in Azerbaijan

To apply for a student residence permit, the following documents are required:
  1. Application form.
  2. Passport copy.
  3. Notarized copy of birth certificate (for applicants under 18 without a passport).
  4. Document confirming the legal ground (official letter from the rector/director).
  5. Medical certificate.
  6. Two photographs (3.5 × 4.5 cm).
  7. Proof of residential address (rental agreement, dormitory confirmation, etc.).
  8. Receipt confirming payment of the state fee (as defined in Article 14.8 of the Law “On State Duty”).

Once all documents are collected, the application must be submitted to the ASAN Service Centers.
The processing time for a student TRP in Azerbaijan typically ranges from 15 to 20 business days.
