Registration at the place of living in Azerbaijan is mandatory for all citizens. The law of the Azerbaijan Republic “On registration at the place of living and place of stay” clearly shows the difference between registration at the place of stay and place of living: the first procedure is carried out at a temporary address, the second – at a permanent one.
The procedure in both cases is almost similar, with the exception of some documents (the application form and the basis for temporary stay or permanent living).

What is place of living?
Place of living (place of registration) — is a place where a citizen permanently or predominantly lives as an owner or under a lease (sub-lease), social tenancy or on other grounds provided for by the law of Azerbaijan (Article 2 of the Law “On registration at the place of residence and place of stay”).
It could be:
– House;
– Flat;
– Office living accommodations;
– Specialized houses (hostel, hotel-shelter, special home for the elderly and disabled, etc.);
– Other living space.
How to register upon place of living?
Registration upon the place of living should be made no later than 10 days from the moment when the citizen moved to a new place of residence. Following documents will be needed:
– Application form;
– ID card (or birth certificate);
– A document confirming the right for real estate where citizen is registered (an extract from the state register, rent agreement & etc.) or the consent of the owner of the property.
Registration takes place in the centers of the ASAN Service, and the registrating body is the Main Passport, Registration and Migration Department under the Ministry of Internal Affairs of Azerbaijan.
When a person first receives a national Identity Card, he is also registered at the place of living.
To do this, in addition to the documents required to obtain an ID card, a person must fill out an appropriate application form and submit a document confirming the right to real estate.
No state duty for registration at the place of stay should be payed!
Good to know: When you change the place of stay in Azerbaijan, you must register at the new place of stay within 5 working days from the date of arrival at the new place of stay.

Rules of registration upon place of living
Don’t remember to register in time!
Because failure to register upon place of living (and place of living also) within the required period is a basis for administrative liability.
If citizen is not registered at the place of living, or has violated the rules for registration and re-registration, then he may be warned or fined in the amount of 30 manats (Article 563.1 of the Code of Administrative Offenses of Azerbaijan).
